Locations must be somewhere the public may lawfully and safely go. No private property, no hazards, no trespass. A person reads every legend before anyone else sees it.

Waiting on a decision, most-reported first. A written reason is required for every outcome — approvals included, because the log exists to show who let something onto the map.
